Kellogg Lake was created when
Highway 66 was re-aligned in the early 1950s to the northeast of Carthage. It was a donation by the Carthage Sportsmen's Protective League (1950–1971)
The group was established in 1921 making it one of the earliest private conservation groups (if not the earliest in the state of Missouri). CSPL began sponsoring public conservation educational
events in 1947 with the assistance of the Missouri Department of Conservation.
